I think it makes sense when he argues that it is impossible to expect one squadron to be fully proficient in all mission roles the aircraft is capable of, particularly considering the diversity of those missions. I agree with his notion where he is effectively saying that if a squadron no longer has specialized aircraft, that they instead specialize in the role.

For MAS, I think we already address this situation with the various skills which encourage pilot specialization.
For VBAM, I don't think one rule could really address this kind of situation adequately, but for some settings I could see a place for some kind of squadron specialization rule. Of course, that would really need to wait until we finish the CSCR 2.0 rules, since fighter useage will almost certainly change over the current rules.
