While the Emperor may not be all seeing and all knowing, don't for a minute think his spies aren't everywhere and monitoring us constantly. Extortion and blackmail have never been beyond the pale for the Imperial House in the past. History will back us up about that. One need only remember the Jovian Incident and the furor that caused back in the Hegemonic era...

Lest the diplomatic channels go utterly dormant as House Raptor's recess wears on, House Phoenix would like to take the floor and call out a specific challenge facing this Assembly: the challenge to reach out a peaceful hand to help our less-fortunate brethren in neighboring systems.

For example, why the garden world of Zeta System, once a great farm-and-recreation world of the Old Hegemony, has not fielded a delegation to this very Assembly, we are at a loss to say: perhaps they lost FTL infrastructure in the chaos of the Interregnum; perhaps their jump-points are beset by piracy or rebel forces. In any case, reestablishing contact with Zeta is a high priority for House Phoenix, for while other systems in the human sphere are starving it seems likely that Zeta's biosphere has the capacity to feed millions if, as our long-range scans of their current interplanetary activity indicate, they came through the bad years well enough off themselves.

On the other hand, House Phoenix wishes to avoid the inefficiencies and potential for diplmatic incidents that would prevail with several independent missions to the same system: not least to ensure that the appearance of numerous unfamiliar ships on different approach vectors and potentially sounding contradictory messages does not alarm Zeta into rash action.

I'd like to hereby enter into the official record that House Phoenix has extended terms of treaty to House Cirle of Peregral. We list the full conditions of this treaty here openly for general awareness, not least because this outlines a security, humanitarian and mercantile stance which we hope the various other Houses of the Assembly will choose to emulate for our common good.

We hereby propose, in the full eye of the Assembly, the Pleides Accords between House Cirle and House Phoenix:
The Pleides Accords wrote: - A Border Treaty, as House Phoenix offers common to all Houses in good standing

And

- A Non-Aggression Pact, provided the following Trade Treaty terms be accepted also.
- A Trade Treaty - with additional terms due to the delicate nature of our shared neighbor systems: House Phoenix will consider it our duty and honor to exercise sole security patrol responsibility in the Pleides Cluster and in Zeta System, while extending encouragement to House Cirle to do the same for Starfall, while keeping all three systems open to civilian commerce from both Houses (and anyone else whose trade presence is acceptable to both Houses). To that end, the stipulations on the Trade and NAP portions of the accord are as follows:
  • Recognition of Pleides Cluster as being a Special Security Zone of House Phoenix. Military movement through Pleides Cluster by non-Phoenix warships shall require advance approval of a routing request filed with Phoenix Interstellar Sub-Directorate (Pleides).
  • Recognition of Zeta as being a Candidate for Protectorate Status by House Phoenix. House Cirle agrees to freely pursue the at-will introduction of Trade Fleets into Zeta system, but refrain from moving military units there. Phoenix Naval elements will approach Zeta System independently; determine whether their security situation is intact; render assistance if necessary; and offer full protectorate status to Zeta if they require space-defense assets to fend off pirates, suppress an insurrection, or otherwise restore order and infrastructure appropriate to an interstellar system.
  • Encouragement of House Cirle to approach Starfall and extend similar Protectorate Status to that system if they have the wherewithal and resources, with House Phoenix's recognition of that Protectorate Status, should it be declared, retroactively guaranteed by this Accord.
