I like the idea of war fatigue and morale, but what you propose sounds like something for an expansion book rather than the core game as it would be a lot to track... maybe with two empires at war it would be manageable, but imagine 4-5 different empires at war with 1 or more other empires and it be...

I thought piracy was 5% for a colony with a trade lane + 5% per trade lane connected to it? Right now it seems almost casually easy to drop the piracy chance to nearly nothing. Maybe I'm just itching for their to be some action... dunno.

So what about the Empire getting bonus resources of each type equal to its TL: a TL 5 power would get +5 EP, +5 food, +5 research, etc. Not much of a bonus, but a nice little ancillary benefit with the advantage that it helps smaller empires more as a percentage of their total income.

I would think Luxury Resorts would mostly be a financial thing - mechanical representations of the tourism industry. I skimmed a couple of them and found a few typos - would it be useful to point them out or are they known artifacts of your reorganization?

This is an extremely niche product. If every regular at these boards bought every book they put out, it probably still wouldn't be minimum wage for the amount of time they've put in already. Not saying it is likely to help sales, but VBAM seems more like a hobby that might make a little bit of money...
