Agh! So frustrated! Just got an abandoned colony, and rolled boxcars on infrastructure, on a CAP 9 system. The catch? Biosphere 0! Unless I find a really good breadbasket, all that's going to be scrapped.

Wait, how are you costing FTL? For the Ferret and Wildcat, I'm getting an FTL cost of 2 (50% of 4), which brings the total MU cost to 9, no?

Potential option. Total the number of ground units and police values. Divide by 10. Modify die roll by result. A natural 1 always causes morale loss. Anything over 10 adds one morale.

I think the static bonus as a per capital thing as per virtutis' post probably would be a good compromise here as then the bonus that the empire receives would scale based on its size, with larger empires gaining a larger bonus.
