A few thoughts. 1)Make any such power an NPE - the potential balance issues with it being player controlled are massive, and it is easier to keep things in check when you are the one running them. 2a)I would allow for the possibility of one system connecting to multiple systems in the 'real' univers...

That leaves Morale still being tied to Census, because I don't think we can get by with having Morale being a free-floating stat that isn't tied to something. Otherwise you end up with the opposite problem, with it taking the same amount of Morale drop to coup a large colony as it does an outpost, ...

Such population pressures would add additional incentive to fight wars - got to have somewhere to stick all those excess people. Take over the enemy's low pop frontier worlds for instant dumping grounds.
