Had 8 cruisers at the start of turn 1? Well, you can't build more until you lose some of those. Forget the fact that you are in the middle of a war, your bureaucrats aren't willing to budge on the size of your navy. At least your empire won't go into debt like some nations seem to do during wars......

The more I think about this, I more I think that census should be added to the largest population centers first (when there is a tie, to the planet with the lowest CV, then random). I can see that cumulative bonuses probably aren't the way to go with these things. I like to see a revamp of the population expansion model for VBAM. The end of the turn rolls for all the planets in the empire is a bit of a chore.
