RPoL is the only one I really know off. Plus it has the advantage of being able to assign different players to different groups, so you can give each a private thread for secret stuff, and have public threads anyone can interact in.

While I want, and would definitely use, the tech rules, I do not think they are an essential component. Tech generally doesn't tend to advance all that fast, so having them as part of the optional rule set seems the better option to me.

There are lots of webway portals on planets, but size is the problem. Having one that even tanks can come though, not a big deal. All the other entrances to the webway involve physical structures, so I'd say the ship sized ones should too. I don't know that non eldar ships would be able to use them though. The 40k warp travel mechanic, if you want to make it accurate, means that the ships that travel through the warp (Imperial / Chaos / Orks) can travel pretty much were they want. Shift to Irish Gamer Time. It's much more convenient. If we say a 2 o'clock start, that means turn up about 2.30, talk rubbish for a while, get the munchies out, and get started about 3, maybe 3.15

Well, its not just going to be the fighters, is it? There'll be the bunk space for the pilots, and the infrastructure for both flights and crew ... weapons storage, fuel, servicing, spare parts. I would assume all of that is being covered by the mass devoted to the fighter basing.
