It's really strange that shipyards aren't mentioned in the advanced system generation rules even once. The closest reference is fixed defenses.
I'm going to track it on a planetary basis. Otherwise my Manticore will have shipyards with 13 docks each and a 225 capacity and that's just unbalancing.

Is shipyard capacity and dock space calculated on a system basis or planetary basis? That's very indirect.
It also requires a ton of new units to make tech investment worthwhile.

On reflection, there's no reason to not just cut the proposed costs by 80% and use RAW alone to manipulate the economy. This produces a Haven economy of around 400 EP, a Manticore of around 300 EP, with maintenance costs of 263 and 168 respectively.
