Well, it's Tuesday and still no word from Jay about the playtest. He must have fallen off a cliff. For those that are waiting for him to show up and take formal control of this thread, homeworld stats might look like this unless Jay decides otherwise:
10 Carrying Capacity, 5 RAW, 5 Orbital, 5 Biosphere, 5 Science, 3 Jump Lane
8 Census, 6 Morale, 5 Productivity, 5 Shipyards, 5 Agriculture, 5 Tech, 5 Intel
That gives each prospective player 25 EP of non-starship designs and 25 EP of starship designs. I would suggest empires start at TL 0, just for the sake of simplicity. Each empire then has 125 EP to spend on initial purchases.
That should give players enough to think about and maybe start designing start positions in case Jay does show up this week to run the playtest while I'm gone.

Rumors of my Internet demise have been greatly exaggerated. I am however, back from vacation and running to get caught up. I have a small stack of emails and message but we will have things kicked off very soon here.
