Interception Scenario question

In an Interception Scenario the rulebook (and I didn't see any errata for this particular item) states "...but neither ignores below normal readiness states..." I don't quite understand what that means exactly. It seems like the intent is to say you ignore below normal readiness states, but it doesn't quite read like that.

Some of the scenarios allow one of the factions to ignore poor readiness states (the pursuer in a pursuit scenario is a case in point - you might expect him to not be totally prepared (so he may or may not get a surprise bonus), but you wouldn't expect him to be surprised either),

In the case of the interception scenario however this is not the case,

Gotcha, so it is meant to be read as written. I was getting confused as it was specifically called out in the same manner an exception is, but as written it wasn't an exception to the Surprise Roll.
