I'm using the ship construction rules from TLADIS (modified of so that each system is 0.9^TL instead of 0.95^TL). I am also playing without any fighter flights of any kind. Lately I have been playing with a modification to the NPE activations so that systems within 1 jump of a homeworld are at a -15% penalty, 2 jumps at -10% penalty, and 3 jumps at -5% penalty.
