I was wrong about the Battleship costs. A Lyran Battleship for example costs 330 points in Federation Commander, and has a Strategic cost of 36. Compared to 10 cost for a 200 point Fed BC. I looked at this updated Federation Admiral ship chart some more: A Gorn Heavy Dreadnought, is 246 points and has a strategic cost of 20!
