Lately I have been playing with a modification to the NPE activations so that systems within 1 jump of a homeworld are at a -15% penalty, 2 jumps at -10% penalty, and 3 jumps at -5% penalty. I would base rarity on either hull size or equipment. In most cases, you are never going to have "Common" Dreadnoughts, so that ship class would probably be Rare. Also, certain technologies would be Uncommon, such as Scout or Jammer. Don't tell that to the Terran Federation in the Starfir...

Ever since you added it to your previous campaign (there was one before this one, right? Or maybe it is the same campaign...) I have taken to using it. It does help to slow down the placement of large facilities, and require adequate time be taken to build up a nation's infrastructure.
