This is looking good... I'm really enjoying the new ship design rules. Something that was really lacking in the 1E rule system. I really like the idea of the player determining the 'taxation level' for their empire and getting penalties based on that. 50 - 150% sounds great and another great way of spending intel!

In one of my games, I actually did something simular. I wanted to make ground combat a little more 'exciting'. I remember the rules from the board game Imperium (not a bad game overall). Perhaps I could dig out those rules for you. I think I used a 7 hex hex for each CC of a planet. So a size 4 plan...

I saw the Star Trek remake over the weekend and I must say that it was imaginative, fun and actually had a 'plausable' plot! It was great and I hope that this will spark new life for movies and series...

I was looking over the CSCR and I was wondering if there was any chance that we could get a couple of ship designs with the new 2E stats so we might have some concrete ships to fight some battles with the new system.

Sounds good to me. I really can't think of any difference to the system currently.

I do think the 1d3-1 for major success, 0 for minor successs, -1 for minor failure and -1d3 for major failure would be an interesting aspect for the morale checks.

The trick might be to decrease the base detection chances to 0/10/20/30 and then increase the Census multiplier to 15 from 10. That would ensure that a colony of any real size would be detected right away, and that it would be extremely difficult (if not almost impossible) to hide a homeworld like ...
