On the other hand, since stealthed units have no need for PD, it's a neat way to screw over an enemy that's invested heavily in PD. Just don't install any PD in your stealth ships, and when you make a stealthed attack, you'll have a comparative advantage against the poor fellow who's bought a lot.

It would be too powerful if it transported CCxJump count of other ships. Myself, I can't really see the reason for differentiating between Jump and Tow.

The industry stat could be Cap. Do you have the space and resources to build massive industrial complexes. Alternately, you could set it at the higher of RAW and BIO. You either need access to a friendly environment that reduces costs, or have the raw resources right at hand.

I wonder if War Score could be on a continuum. War score starts at 0, which would represent the status quo, and then gets shifted depending on victories and losses. I'm currently treating supply depots as a system to distribute supply that already exists - if a system is within range of a depot, it contributes supply to the depot, which redistributes it to far-flung fleets. Huh. I really like that approach; I shall adopt it! I'm glad! I thought it was the best...

Not sure I'm getting the point of Armour. I can't imagine any situation where it wouldn't be better to double your DV rather than increase your formation level.
